The economics of biofiber-enhanced-reinforced-concrete-acriylic-liquid-yes* is interesting.
One layer of fabric soaked with acrylic mix is completely impermeable (Bercaly mix).
Organic fibers may be soaked and then dried in borax solution to preserve them, especially in tropical areas (not poison exactly, more like critters trying to eat something coated with bad tasting glass). (bo-Bercaly mix).
Also, I don't believe organic fibers soaked with cement decompose any faster than steel. Old wooden form-boards are preserved by concrete stain, for example.

The roofs on this website were placed during summer of 2005. There has been no visible change.
